Created in 2002 by Resolution Nº 253 of the then Secretary of Science, Technology and Productive Innovation, since 2007 works as part of the Subsecretary of Institutional Coordination which depends on the Secretary of Scientific Technological Articulation of the Ministry of Science, Technology and Productive Innovation (MINCYT).

 

The aim of the website is to provide access, through the Internet, to scientific and technological full-text articles, as well as referential databases of summaries and other national and international bibliographic information of interest to the System of Science and Technology.

In 2008, by Resolution Nº 545 the MINCYT restructurates its organization to optimize its operation as follows:

 

• Advisory Board, comprising representatives of 14 institutions representing universities and national organisms of science and technology
• Coordinators, two members of the Advisory Board
• Executive Secretary, composed of two members

 

CONICET participates, through CAICYT, of the Advisory Board to fulfill the functions assigned in the 3^rd article of the Resolution:

 

"1. Propose actions that lead to achieve the continuity of the project, observing the administrative procedures that allow to concentratrate the purchases of library material through this organization.
2. Define the content of the Portal by making proposals about the inclusion or elimination of library titles that are deemed pertinent, according to the consultation the users make of them.
3. Advise the authorities of the Ministry of Science, Technology and Productive Innovation regarding editors and distributors of magazines and reference databases, particularly respect to the subscription terms and use of its search tools, access to texts and other information services that facilitate academic and research work.
4. Propose activities for planning, organization, implementation and evaluation of the ELECTRONIC LIBRARY OF SCIENCE AND TECHNOLOGY in order to produce a procedures handbook on the Functioning of the Portal, and incorporate these guidelines  in the frame of regulated procedures designed for the mentioned Council .
5. Prepare reports on the use of the Library, related to the titles included in it, statistics, most consulted articles, and so on."

 

CONICET, as every Institution empowered to access the contents of the Portal, counts on Institutional Coordinators to meet their users' queries concerning the content and use of the library and to solve technical problems while accessing the portal.
